It means that God, who is sovereign over all, works everything in order to bring his people, the Israelites, back to him.

Ezekiel is called to be a watchman. A watchman warns about dangers that are coming.
Ezekiel had to warn the people in exile about further judgement if they did not obey
God’s Law.
