Rousseau grew up in Switzerland, which was a practical society and later moved to France when he was a teen. Rousseau was a writer and was frenemies with Voltaire, who was critical of Rousseau's work but still respected him. Rousseau wrote a book known as "The Social Contract" (1762) which talked about how the government's responsibility is to uphold the will of the people and the idea of "majority wins" should be how decisions are made. He also believed that society turns man evil, and that to be happy you must focus on yourself + nature and be willing to give up some of your freedom to the government.
