During the fierce debate over health-care reform, a coalition of far-right groups, known collectively as the Tea Party, emerged to catalyze Republican opposition to the president. Thanks in part to this reenergized right, Democrats lost their majority in the House of Representatives in 2010 and in the Senate in 2014. With Tea Partiers leading the way, the Republican-controlled Congress refused to consider virtually any Democratic legislation. In the face of this legislative stalemate, Obama turned to executive authority to advance a broad, cautiously liberal agenda. In 2011, for example, the president ordered that gay men and lesbians be allowed to serve openly in the armed forces, a reversal of decades of military policy. He also made two liberal appointments to the Supreme Court: Sonia Sotomayor in 2009, the first Latina to serve on the high court, and Elena Kagan in 2010.
