The Major Generals were a group of military officers appointed by Oliver Cromwell to serve as local administrators and maintain law and order in England between 1655 and 1657,

Under the Major General rule (the NMA), England was divided into 11 districts, each of which was overseen by a Major General. They were given wide-ranging powers to enforce laws, collect taxes, and suppress dissent, and they were also tasked with promoting Puritan morality and combating vice and immorality

this method causes a lot of conflicts, for example, some districts did not allow any sports to be played as it was seen as a distraction to praying to god how some districts did allow football so people would normally walk to another state as you could call them they would go against the rules
