In order to maintain the balance of power both countries heavily invested in nuclear weapons and research. This led to the manufacturer of thousands of nuclear warheads. These weapons made any diplomatic relationship between the two countries uneasy. With mutual destruction guaranteed, neither side could cooperate to ensure political stability.
