AIMS
- heavy industry
- increased need for armaments due to entry into WW2

GOOD
- growth in heavy industry: machinery, engineering - uneven picture (some areas did poorly)
- defence and armaments grew rapidly as resources were diverted to them.

BAD
- Steel output grew insignificantly.
- oil production failed to meet targets due to fuel crisis.
- consumer industries once again took a backseat
- factories short of material
- economic slowdown
- many area's growth stopped altogether.
- resources channelled to war effort = shortages elsewhere.
- confusing planning: chaotic, shortages, waste, increased bottlenecks (congestion in production systems)
