Aiming to organize themselves politically, the
Palestinians set up a new institution
--->the Arab Higher Committee (AHC)
composed of several parties and families loosely organized around Hajj Amin al-Husayni, head of the Supreme Muslim Council (SMC) and mufti of Jerusalem.
The AHC declared a national civilian strike and proclaimed that it would not end until the British fulfilled three basic demands: cessation of Jewish immigration, an end to all further land sales to the Jews, and the establishment
of a national (that is, an Arab majority) government. The strike was suspended
in October, however, following a coordinated effort of several Arab leaders to resolve it. Husayni felt frustrated that his policy was not fully supported by the Arab leaders, who were in fact unwilling to confront the British on the
Palestine issue. Shortly thereafter, the British nominated a commission of inquiry headed by Lord William Peel that for the first time raised the idea of partitioning the land between the disputants.
