Was Saul an evil or righteous king?
Saul did what was evil in God's eyes by idolizing his military power and openly disobeying God's commands. He killed Levite priests and pursued David out of bitter jealousy (see 1 Chronicles 10:13).

How is Saul told his kingship will be taken away?
When Samuel approaches Saul, Saul tore Samuel's cloak. In response, Samuel told him "Just like you tore my cloak, so the kingdom of Israel will be torn away from you." This pointed to the way in which Saul would lose his kingship; namely, God would take it away and give it to David instead.

Extra Detail:
At one point, Saul went to Endor and asked a witch to bring the prophet Samuel back from the dead so that he could ask him for advice, indicating a clear rejection of God.
