-This was based off the assumption that the authority of Peter (Keys of the Kingdom, Mt. 16:19) was passed down through succeeding Bishops of the Roman Church
-This came at a time of increasing doctrinal dispersion, and growth in competing church authority
-This also came at a time of increased political influence of the church and its growing power over the state
