The Rally for the Return of Democracy to Rwanda is a group of Hutu extremists who have rebranded themselves as the RDR. On April 3rd, 1995 they held a conference where they tried to make the Western world think they weren’t killers. Rebranded as a democratic group and that they were victims.

It is significant because many of the members that created the RDR were actually members of the Hutu militia and government that had extremist anti-Tutsi ideas. They tried rebranding themselves as victims rather than killers as it would take the attention away from themselves. As well as the fact that they would go to jail or prison for allowing a genocide to occur.
