Louis XVI was the last king before the revolution. He lacked the authority and decisiveness to mark an effective rule. He recalled the old parlement after public outcry. Turgot, chief minister, suppressed guilds, allowed greater freedom to the internal commerce in grain, planned to abolish the requirement that certain peasants labor on the roads a few days each year, and legally tolerated Protestants, but opposition drew him to resignation quickly. The re-installment of the old parlement made change near impossible.
