danger for republican admin who would hold on to states for short or long bursts of time

-Ex-confederates never accepted the Southern Reconstruction state govs or organizations
-many white ppl were mad that African American ppl were serving in public offices

southern Reconstruction govs (Republicans who used to be formers whigs, former democrats, black and white ppl from the north, southern African Americans) were hated b/c:
-reforms in public education(across racial lines), social services, health, commerce, transportation (mimicked northern growth before war)
-they reworked family law (made it easier for all women to get divorces for abandonment/abuse)(freedwomen sued white men who raped them and fathered their children during slavery and had them pay child support)(African American children couldn't forcibly be apprenticed to white employers)
-race (some whitepll wanted to be republican but didn't want to work with black ppl, whom the party depended on) (see exception with Union League)

ex-confederates didn't like union league, freedman's aid movement, freedmen's bureau, or Repubican party and said they were illegitimate forces in southern affairs. THey also didn't like education freedpeople.
Scalawags: white southern ppl who supported the groups listed above (ancient garlic term for worthless animal)
Carpetbaggers: northern whites (ppl who carried their stuff in cheap carpetbags)
Mean terms glossed over diversity of white republicans. (many carpetbaggers moved to south and were motivated by personal profit and brought capital+skills. were reformers+schemers) (many scalawags were varied. some were former slave owners who planted sugarcane and benefitted from republican tariffs. some where ex whigs or wx democrats wanting northern capital. most came from the backcountry and disliked the slaveholding aristocracy)


achievements of southern reconstruction govs:
-eliminated property qualifications to vote
-abolished Black Codes
-expanded rights of married women (own property and wages)
-use gov to foster economic growth by pouring money into railroads and other projects
-outlaweed whipping/branding
-hospitals and orphanages and places for the disabled
-SC had free public health services
-alabama had free legal representation
-some govs paved streets+installed streetlights
-nashville had soup kitchens for the poor
-public education (foundation to democrtatic order, so they sent more African American kids to school which was significant after they had been denied the chance to read and write for so long)(girls and poor farming/laboring boys went too)(Young white women went to high schools like UA)

reconstruction flaws... convict leasing:
-system, begun during Reconstruction, whereby southern state officials allowed private companies to hire out prisoners to labor under brutal conditions in mines and other industries.
-terrible conditions, physical abuse, rape, no medical care
-many died
-supported by both dems and republicans
