-55 delegates met in Philadelphia to revise the Articles of Confederation
-The New Jersey Plan: Called for modifications and equal rep. from each state
-The Virginia Plan: called for an entirely new government based on the principle of checks and balances and for reps to be based on population. Also called to create a three-tiered federal government. give legislatures powers to enforce federal tax, regulate state and international trade, coin and borrow money, create a postal service, authorize a military draft, and to declare war
-Great compromise blended the Virginia Plan and the New Jersey plan to have a bicameral legislature and the Constitution
-three-fifths compromise: Slaves were counted as three-fifths of a person to count for a states population representation
-Anti-federalists: against the idea of US central powerful government and wanted a bill of rights
-Federalists: supported US powerful central government
-Federalist papers: written by Hamilton, Madison, and John Jay. Swayed the opinion in New York
