-King Wu distributed land to relatives and allies, which they could administer and profit from as long as they remained loyal. Then those regional rulers gave some land to their supporters (feudal).
-When Wu died, the Duke of Zhou ruled and was later celebrated by Confucius as an ideal administrator who selflessly served as regent for his young nephew at a delicate time for the new dynasty, then dutifully returned to power as soon as the lawful ruler came to age
