Responding to Japanese occupation of key airfields in Indochina (July 24) following an agreement between Japan and Vichy France, the U.S. froze Japanese assets on July 26, 1941, and on August 1 established an embargo on oil and gasoline exports to Japan. Japan wanted resources such as oil, steel, and rubber. The U.S. withheld these goods to limit Japan's expansion. Britain and Dutch East Indies followed suit.
This leads to WW2 because Japan lost access to three-fourths of its overseas trade and 88 percent of its imported oil. They would either back off of its occupation of Southeast Asia and hope the oil embargo would be eased—or seize Malaya and Southeast Asia's oil and further antagonize the West, even into war.
The U.S. imposed the oil embargo which caused Japan to retaliate with the bombing of Pearl Harbor and declarations of war on the U.S. and the British Empire.
