- Also called the Morley-Minto Reform Act
- The strength of the ***Imperial Legislative Council*** increased -- from 16 to 60, retained the official majority in Centra
- The members of the Provincial Council were increased --> not uniform --> allowed for non-official majority
- 1st time an Indian in ***Viceroy's Executive Council***(Satyendra Sinha a Law Minister)
- Enlarged the deliberative functions of the legislative council at both levels i.e. were allowed to ask supplementary questions, and move resolutions on the budget but a major part of the budget still not votable
- Elected members in provincial and imperial legislative although the elections were very indirect --> election introduction for the first time as non-officials to be elected directly
- **Separate electorates to Muslims** --> representation over their population and also the income qualification for Muslim voters was kept lower than that for Hindus
