After President McKinley was assassinated, Theodore Roosevelt became president. She described his foreign policy with a saying to speak softly and carry a big stick. This referred to Roosevelt's idea that the United States should not actively engage in foreign affairs unnecessarily, but should have stability and sufficient military power to defend themselves. He wanted to build the US reputation as a world power with aggressive foreign policy. The United States wanted a canal through Central America to connect the Atlantic Pacific Ocean and make facilitating trade easier. After many negotiations with the British to build a canal under joint British Us control, the Panama Canal began construction and was completed in 1914.
