A high protective tariff (or tax) was signed into law by the U.S government. South Carolina- specifically John C. Calhoun strongly disagreed with the high tariff and felt they targeted the South unfairly. South Carolina nullified the federal law calling it unconstitutional until a "forced bill was threated which would bring the national army into the state to make sure the law was followed. A compromise took place. South Carolina would pay the tax if the U.S government lowered the tax. The U.S government would not send troops if South Carolina agreed to pay this lower tax.
