The Congress of Vienna, from 1814-1815, served to address the question of what to do with Central Europe, specifically the German states. The solution that was reached from this event was to consolidate the German states and create the German Confederation, a conglomeration of 39 states, including Austria and Prussia. The German Confederation started under the presidency of Austria, which was recognized as the most important of these states.
