"The transition to community corrections (also called deinstitutionalization, diversion, and decarceration) was based on the premise that rehabilitation could not occur in isolation from the free social world to which inmates must eventually return. Advocates of community corrections portrayed prisons as dehumanizing, claiming that they further victimized offenders who had already been negatively labeled by society. In this idea, America moved towards halfway houses and work-release programs. Work-release programs housed offenders; they permitted them to work at jobs in the community during the day and then return to prison at night.
