In the Middle Ages, there were different phases of development in hermeneutics due to the lack of people who could actually read the scripture. The Western Christians maintained latin while the others in the east did not. Sometime in the 9th century Charlemagne ( holy roman emperor) started a revival of learning. This helped people to realise that the old world was gone. Latin was now learnt as an old foreign language, even in Italy. This and other factors ( such as illiteracy ) showed the beginning of how only clergymen would be able to understand Latin and how people depended on them to interpret the Bible for them. It (Medieval exegesis) was also greatly influenced by the ‘Glossa Ordinaria’, Anselm of Laon helped with it in its initial stages, while people like St. Thomas Aquinas gave it a definitive form by the 12th century.
