Happened after the failed coup of the 2nd democratically elected Marxist leader by american forces in mexico,the attack was unsuccessful and america retreaded. while the u.s and the soviet union accused mexico of helping each of their enemies side. mexico pleaded not to help any sided like a good democracy and thus promised to reinstate the democracy in developing countries by getting rid of american and soviet puppets until 1991 when the soviet union broke out and collapsed
