While originally, Decian issued a general punishment of exile for Christians during his persecution, Valerian doubled down when he took over and declared execution to be the main mode of punishment (although this had already been happening even during Decian's reign). He famously had the Bishop of Rome executed in 258 while the bishop was performing a Sunday service.
