If you had money, you relied on charity of family or churches.Tension between the northern and southern states of America peaked in 1860 when Abraham Lincoln was elected president of the United States.Confederate forces attacked the Union military base at Fort Sumter in South Carolina.Lincoln signed a bill making the United States Sanitary Commission an official agency to look into the health of soldiers who were sick and wounded from fighting in the war.President Lincoln was killed just five days later.estbalishing a board of managers consisting of twelve people.The civil war came to an end.In the beginnning three facilities were permitted to help take care of the soldiers. The first was the Eastern Branch in Togus, Maine.The second was the Norhtwestern Branch in Milwaukee, Wisconsin.Several farms west of Dayton were purchased. The central branch was offically allowed to begfin building.They brought with them the first female employee in the VA's early history.Mrs Miller died, she was laid to rest at the Dayton Soldiers Home cemetary with full military honors, the first time in history for a woman.there were 1200 ex soldiers at the Central Branch, including 114 with inly one arm.The veterans at the home was 2,329 180 blind and partcalliy blind patients were being cared for.The number of veterans living at the Ventral Brach had reached 7,146, which was nearly 65% of the total number of veterans receiving care at all National Homes combined.
