King John was forced to sign the document, Magna Carta. He promised to call on his lords to discuss important matters, and to have ordinary people elected to hold similar meetings. These are known in England as the House of Lords and the House of Commons today.
These meetings were first referred to as parliaments. The King still had the final say.
The Great Council was enlarged to include two community representatives from each city and county in England.
Parliaments were divided into two groups. The lords met in a seperate place to elect the community members (House of Commons)
Henry IV decided the House of Commons had to apporve requests for grants of money before these requests prceeded to the House of Lords.
The formal requests of the House of Commons, aka. bills, were part of the law making process.
