In 1914, President Taft noticed that the Sherman Anti-Trust act was too broad in its definition of anti-collusion, which extended to labor unions being broken apart as well. To solve this, Taft exempted labor unions and agricultural cooperatives from antitrust regulations. This legislation was designed to protect the rights of workers, so that they could engage in peaceful union activities like strikes and boycotts without the threat of legal penalties.
