The Death of Justinian II and succeed of young Tiberius III left the Roman Empire into chaos, the throne were changed as quickly as changing clothes. During this period, Arab invasion continued.

In 659, Arabs Army launched an assault on Rhodes, however failed with heavy Arab losses and the death of Philippikos the Armenian.
