As-Sa'iqa (Arabic: الصَّاعِقَة, "Thunderbolt"), officially known as Vanguard for the Popular Liberation War - Lightning Forces, is a Palestinian Ba'athist political and military faction founded in September 1966 by the Syrian Ba'ath Party. Initially the second-largest faction within the Palestine Liberation Organization (PLO), As-Sa'iqa aimed to challenge Yasser Arafat’s leadership and was influential in Palestinian camps in Syria and Lebanon. The faction was purged during Syria’s internal power struggle when Hafez al-Assad took control in 1970, leading to its temporary expulsion from the PLO in 1976 before being readmitted.
During the Lebanese Civil War, As-Sa'iqa acted as a Syrian proxy in conflicts against the PLO, participating in the War of the Camps (1984-1985) and the Damour massacre in 1976. After the end of the Civil War and the signing of the Oslo Accords in 1993, its influence declined. The faction remained significant mainly in Syria and Lebanon but saw its military capabilities diminish over time. Since the outbreak of the Syrian Civil War in 2011, As-Sa'iqa has supported the Syrian government, though it has faced reductions in its forces.
Currently, As-Sa'iqa is largely inactive outside Syria and Lebanon, with Farhan Abu Hayja serving as Secretary-General since 2007. It has not committed any known terrorist attacks since the early 1990s. Ideologically, it adheres to Ba'athist principles, emphasizing Arab nationalism and socialism, and has consistently supported Syrian dominance over the PLO while opposing the "Palestinization" of the conflict with Israel.
