Resolution on the Situation in the Middle East and Israeli Practices

A.

1. Reaffirms that the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, applies to all Arab territories occupied by Israel since 1967, including Jerusalem.

2. Strongly deplores Israel's failure to acknowledge the applicability of the Convention to these territories.

3. Calls upon Israel to acknowledge and comply with the provisions of the Convention in all Arab territories it has occupied since 1967, including Jerusalem.

4. Urges all States parties to the Convention to exert efforts to ensure respect for and compliance with its provisions in the occupied Arab territories, including Jerusalem.

B.

1. Expresses appreciation for the thoroughness and impartiality of the Swiss expert's report on Quneitra, submitted by the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Population of the Occupied Territories.

2. Condemns the massive and deliberate destruction of Quneitra by Israel during its occupation and before the withdrawal of Israeli forces in 1974.

3. Reaffirms that the Syrian Arab Republic is entitled to full and adequate compensation for the damage and destruction caused in Quneitra, and to all other legal remedies in accordance with international law.

4. Takes note of Syria’s statements reserving all rights to compensation for damages not covered by the expert’s report.

5. Requests the Special Committee to complete its survey on all aspects related to Quneitra's damage and report to the General Assembly at its thirty-third session.

6. Requests the Secretary-General to provide the Special Committee with necessary facilities for its tasks.

C.

1. Commends the Special Committee for its efforts in investigating Israeli practices affecting human rights in the occupied territories.

2. Deplores Israel’s continued refusal to allow the Special Committee access to the occupied territories.

3. Calls upon Israel to allow the Special Committee access to these territories.

4. Deplores and condemns Israel’s persistent violations of the Geneva Convention and other international instruments, particularly grave breaches as defined by the Convention.

5. Condemns specific Israeli policies and practices, including:

(a) Annexation of occupied territories.
(b) Establishment of settlements and transfer of alien populations.
(c) Evacuation, deportation, expulsion, displacement, and denial of return rights for Arab inhabitants.
(d) Confiscation and expropriation of Arab property.
(e) Destruction of Arab houses.
(f) Mass arrests and ill-treatment.
(g) Torture of detainees.
(h) Pillaging of cultural property.
(i) Interference with religious and family rights.
(j) Illegal exploitation of resources.
6. Reaffirms that measures taken by Israel to change the physical, demographic, or institutional character of the occupied territories, including Jerusalem, are null and void.

7. Demands that Israel cease the policies and practices mentioned in paragraphs 5 and 6.

8. Calls upon all States and international organizations not to recognize any changes carried out by Israel in the occupied territories and to avoid actions that could support Israel's policies of annexation and colonization.

9. Requests the Special Committee to continue investigating Israeli practices, consulting with the International Committee of the Red Cross, and reporting to the Secretary-General.

10. Requests the Special Committee to report specifically on the treatment of civilians in detention in the occupied territories.

11. Requests the Secretary-General:

(a) To provide all necessary facilities to the Special Committee, including for visits to occupied territories.
(b) To provide additional staff as needed.
(c) To ensure wide circulation of the Special Committee’s reports and findings.
(d) To report to the General Assembly at its thirty-third session on these tasks.
12. Decides to include the item "Report of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Population of the Occupied Territories" in the provisional agenda of its thirty-third session.
