The 2013–2014 Israeli–Palestinian peace talks, part of the broader peace process, were initiated on 29 July 2013 following efforts by U.S. Secretary of State John Kerry. The talks were overseen by Martin Indyk, a former U.S. ambassador to Israel. Hamas rejected the talks, questioning Mahmoud Abbas's legitimacy to negotiate on behalf of the Palestinian people.
The goal was to reach a final status agreement by mid-2014, with the Israeli team led by Justice Minister Tzipi Livni and the Palestinian team by Saeb Erekat. Talks began in Washington, D.C., and were intended to move to Jerusalem and Hebron. The deadline was set for 29 April 2014, but negotiations collapsed, with U.S. Special Envoy Indyk reportedly blaming Israel, while the U.S. State Department maintained that both sides were unhelpful.
Before the talks, both sides made concessions: the Palestinian Authority agreed to pause its pursuit of international recognition, while Israel agreed to release 104 Palestinian prisoners, a move viewed with skepticism as Israel had previously promised their release under the Sharm el-Sheikh Memorandum.
Throughout the nine months, key issues included settlement construction, security, and borders. Notably, Abbas stated there would be no Israelis in a future Palestinian state, leading to condemnation from Israel. The talks saw intermittent progress but were marred by settlement expansion, accusations of leaking information, and lack of significant offers from Israel.
By late 2013, the talks faltered, with Palestinian negotiators quitting in response to ongoing settlement activity. Attempts to salvage the negotiations included proposed land swaps and security arrangements. However, the talks ultimately failed, with both sides blaming each other. Israeli settlement approvals and Palestinian moves to join international conventions further complicated the situation.
The collapse of the talks led to increased tensions and a shift towards unilateral actions by both sides. Despite various efforts, including international involvement, a lasting peace agreement remained elusive.
