The Wye River Memorandum, negotiated between Israel and the Palestinian Authority from October 15-23, 1998, aimed to resume the implementation of the 1995 Oslo II Accord. Signed at the White House by Israeli Prime Minister Benjamin Netanyahu and PLO Chairman Yasser Arafat under U.S. President Bill Clinton's supervision on October 23, 1998, it entered into force on November 2, 1998. The Israeli Knesset approved the memorandum on November 17, 1998.
The memorandum required Israel to redeploy from parts of the West Bank, transferring 13% from Area C to Palestinian control in stages, and outlined security measures, including efforts to combat terrorism and prevent illegal weapons possession. Despite initial implementation, both sides accused each other of non-compliance, leaving the agreement partially fulfilled.
The summit, brokered by the U.S. at the Aspen Institute's Wye River Conference Center, involved intense negotiations and a last-minute dispute over the potential release of Jonathan Pollard, which was ultimately resolved.
The memorandum included commitments to economic cooperation, improved bilateral security, and the resumption of permanent status negotiations. However, political opposition in Israel led Netanyahu to halt its implementation, contributing to a no-confidence vote and early elections in May 1999, where Ehud Barak won and pledged to continue the peace process.
