The Equal Educational Opportunities Act was meant to address civil rights concerns in education and required, among other things, ELL education for students who did not speak English. It also required that communication from schools to parents must be provided in a language that the parents could understand so that they could remain informed about their children's education.
This law built off of the ESEA and Civil Rights Act to ensure that there is no ambiguity in protection of ELL students and inclusion of their families in the educational process.
