California's Proposition 227 was the first modern English education-only law in the United States. Bilingual instruction was allowed, but only through a special waiver (which still was available only for students 10 years and older and/or who already spoke English). Unlike other states' similar laws, dual immersion programs were permitted.
A study in 2006 (AIR/WestEd Impact Study) found that ELL students had less than a 40% chance of being deemed proficient in English by the time they graduated, and that there was about a 1.5 grade level achievement gap between ELL and non-ELL students by 8th grade. Similar results were found for Arizona and Massachusetts, another state that had adopted an English-only law at the time.
It was repeated by Proposition 58 in 2016.
