This was a landmark Supreme Court case that said that schools must help non-English-speakers to learn English. Not doing so would violate Title VI's ban on discriminating against students on the basis of national origin, since they were therefore not receiving an equal opportunity to receive an education to that of their English-speaking peers.
This case was a class-action lawsuit brought by a community of Chinese-speaking students (and namely, a student named Kinney Kimmon Lau) against the San Francisco Unified School District. The district, at the time, had almost 3,000 non-English speaking Chinese students, but only about 1,000 of them were in English-learning classes. The Supreme Court noted that Section 601 of the Civil Rights Act specifically had been clarified to say that schools must "rectify students' linguistic deficiencies to make instruction accessible for such students"; SFUSD had not done that and therefore was in violation of the law.
This case was seminal in ensuring access to English-language learning classes for all students across the United States.
