In July 1956, British Prime Minister Anthony Eden ordered Field Marshal Gerald Templer, Chief of the Imperial General Staff, to plan an invasion of Egypt. Eden proposed using the Cyprus-based 16th Independent Parachute Brigade Group to seize the Suez Canal zone. However, Templer and other service chiefs rejected this plan due to the brigade's inadequate parachute training. They recommended the Contingency Plan, involving a sea-based assault by the Royal Marines to capture Port Said, which would serve as a base for three British divisions to secure the canal zone.
In early August, the Contingency Plan was revised to include a strategic bombing campaign aimed at crippling Egypt's economy and toppling President Nasser. The 16th Independent Parachute Brigade was also assigned to lead the assault on Port Said alongside the Royal Marines. Nevertheless, General Stockwell and the commanders of the Allied Task Force dismissed the Contingency Plan, arguing that it did not adequately target the Egyptian Armed Forces.
