Thatcher was losing power in government ever since the Michael Heseltine resigned over the Westland affair. Nigel Lawson followed suit in 1989 as Thatcher became more interested in the chief economy advisor.

Geoffrey Howe was foreign minister under Thatcher but resigned after conflicting views over Europe and general poor work environment.

This made the conservative party worried of losing the upcoming election. Polls were showing a easy win for Labour and a disliking for Thatcher due to the poll tax and economic problems.

During the ballot for the next Prime Minister, Thatcher won against Michael Heseltine. However under the party rules this was not sufficient and a second ballot was called. Before this ballot, Thatcher met with several members of her cabinet convincing her to resign. She did and John Major won the ballot.
