In 1969, the Israeli government, led by Prime Minister Golda Meir, endorsed a plan to incentivize 60,000 Palestinians from Gaza to emigrate to Paraguay. At the time, the South American country was under the dictatorship of Alfredo Stroessner, who had agreed in 1967 to receive Palestinian immigrants due to the country's labor needs and an assumption that Muslims were less prone to communist ideologies. This plan emerged after Israel's occupation of Gaza and other territories following the Six-Day War, aiming to reduce the Palestinian population in Gaza.

Although estimates of those who ultimately emigrated vary from "a few dozen" to "thousands," the initiative fell significantly short of the 60,000 target. Travel agencies in Gaza encouraged emigration by offering a one-time payment of $100 to those moving, while Paraguay received $33 per immigrant and promised a path to citizenship after five years. However, upon arrival, these immigrants found themselves impoverished, with little support or employment, and were frustrated by unfulfilled promises of land and financial aid.
