DEH: Very Private. After the dinner last evening I had an opportunity of talking separately with Balfour and with Eric Drummond

1. Balfour is personally entirely in accord with our views and desires. He said in terms "I am a Zionist." He evidently knows Weitzman [sic] well, admires him and has affection for him. It is clear that B[alfour] will do all he can to advance our cause.

2. I am convinced that if the British government were today in a position publicly to de[c]lare its will & it were desirable to do so, we could, with Balfour & Lloyd George1 favorable, get such a declaration from Great Britain. But the "sensibilities" of France, and also to a lesser but important extent of Italy, are the obstacle. What Balfour would like to see would be the joint suzerainty, dominion or guaranty of U.S. & Great Britain, which might overcome French & Italian objection.

3. It seems to me clear that we would not get now any agreement from the U.S.as it would be a[t] variance with America's policy (i.e. the President) not to make agreements. America could be moved to participation only by events. And if we are preparedthrough Members, Money, Disciplineto avail of opportunitiesthe future through one way or the other looks bright.

4. The only declaration we could get now from Great Britain would be one so qualified as to express less than their desires or intention(in order not to wound French & Italian susceptibilities) and I am clear that it is for our interest not to get any official declarations, but to rely on events, so that the public may make public opinion, and draw its conclusions of inevitableness.

5. My inclination is against presenting Blackstone petition now, because of its suggestion of international guaranties.2 Internationalism [in] its direct application is what we have to fear most at the moment, for it would mean France & Italy in the joint control.

6. Drummond said there was talk in England of a Zion Corps for Palestine. He will ascertain what will become of it. I think we could get approval of a Canadian Zion Corps for Palestine.

7. I note your report re Slouch [sic]. I greatly doubt his statement re French [*] Carte Blanche. Will bear it in mind, but these witnesses as to French affairs leave doubts in my mind.

8. I expect to have a further talk with B[alfour] within a week.

9. Tell Wise he ought to raise $50,000 quick for Palestine relief

10. I note your data re Morgenthau et al.
