Wilson has described the Open University as the thing he wants to be remembered by the most.
First conceived in 1963, Wilson and Jennie Lee ,who helped Wilson, met opposition to the University of Air- what it was originally known as- such as with Anthony Crosslands who referred to it as a waste of money.

The university was made for anyone for whatever reason were "unable to go to University or Collage on leaving school".

Despite the opposition, the university was created in 1969 and was extremely successful. The university used radio and television as modes of teaching.

This all fell into Wilson's idea of the 'White heat of technology'.

By 1980, 70,000 students were in the Open University, and OU had won more awards than Oxford or Cambridge combined.
