The Morrison–Grady Plan, proposed in 1946, aimed to establish a federal trusteeship in Mandatory Palestine, creating Jewish and Arab provinces under British oversight, with Jerusalem and the Negev remaining under direct British control. This plan was part of efforts by Britain to maintain influence in the Middle East post-World War II. The plan was initially supported by President Truman but faced strong opposition from American Zionists, leading to its rejection by Truman ahead of the November mid-term elections. Both Jewish and Arab parties rejected the plan, the former refusing to attend the London Conference unless their detained leaders were released. The Arab states rejected the plan at the conference, favoring an independent unitary state instead. The plan's failure led Britain to propose a five-year trusteeship, which was also rejected, prompting Britain to refer the Palestine issue to the United Nations. The UN then established the United Nations Special Committee on Palestine to seek a resolution
