On July 15, 1923, Arab members of the Greek Orthodox Church convened a congress in Haifa, largely in response to actions by Patriarch Damianus I, including his controversial sale of land to Zionists for 200,000 Egyptian pounds—a deal that pulled the Jerusalem patriarchate from the brink of bankruptcy. This congress highlighted the active role of many Palestinian Greek Orthodox members in the anti-Zionist movement, notable among them being the editors and publishers Issa El-Issa of Falastin and Najib Nassar of Al-Karmil.
The congress addressed grievances regarding Patriarch Damianus I's unilateral decisions, particularly his support for a British-proposed legislative assembly. Resolutions passed included demands for the patriarch to gain approval from a mixed council—composed of two-thirds lay members and one-third clergy—before speaking for the community. The congress also called for the local election of bishops, required patriarchal representatives to be proficient in Arabic, and sought greater Arab community control over church endowments. Additionally, resolutions aimed to improve Orthodox education and welfare. A subsequent Arab Orthodox conference followed in Jaffa on October 28, 1931, continuing these discussions and efforts.
