The First Zionist Congress, held in Basel in 1897, marked a pivotal moment in the Zionist movement, with Theodor Herzl at its helm. The congress brought together 208 delegates and 26 press correspondents from 17 countries, including representatives from various Zionist societies.

Herzl's vision of establishing a Jewish homeland in Palestine secured under public law was articulated through the Basel Program, which became the Zionist platform. This program outlined the goals of the movement, emphasizing the promotion of Jewish settlement in Palestine, the organization of Jewish communities worldwide, and the strengthening of Jewish national consciousness.

Key outcomes of the First Zionist Congress included the establishment of the Zionist Organization, the adoption of Hatikvah as its anthem, and the absorption of many Hovevei Zion societies. Additionally, Herzl was elected as President of the Zionist Organization, with Max Nordau serving as one of the vice-presidents.

The congress laid the groundwork for subsequent Zionist initiatives, including the establishment of the Jewish Colonial Trust and the Jewish National Fund for the purchase of land in Palestine. It also led to the formation of the Zionist Commission, which played a crucial role in surveying Palestine and aiding Jewish repatriation efforts during World War I.

Following the First Zionist Congress, subsequent congresses were held regularly, with meetings occurring every year between 1897 and 1901, and every second year thereafter until 1939, except during war years. In 1942, an "Extraordinary Zionist Conference" declared the demand for Palestine to be established as a Jewish Commonwealth, marking a significant shift in Zionist policy.

Since the creation of the State of Israel, Zionist Congresses have been held approximately every four years, with Jerusalem serving as the host city. These congresses continue to shape and guide the Zionist movement and its goals for the Jewish people and the State of Israel.
