VA PLAN VS. NJ PLAN
- VA: two house legislature, lower house elected by people, upper elected by lower representatives. Representation by population. Executive chosen by Congress. Create national judiciary system. Establish congressional veto.
- NJ: unicameral legislature, each state gets one vote. Fewer powers for congress.

GREAT COMPROMISE
- Each slave represents 3/5 of a person in population counts
- Senate has 2 votes per state
- House has direct elections, representation based on population

- Delegates decide to prohibit outlawing slave trade for 20 years, incorporate FUGITIVE SLAVE CLAUSE
- Enumerated powers of congress & necessary and proper clause est. stronger national govt.
- Electoral college to elect president (est. central executive)
- Est. national judiciary system
- Est. majority rules for override and amendment
