After Raymond's death, the question of who was to rule Tripoli was brought up to two men. Raymond's nephew, William Jordan, the first to arrive in the Outremer, and Raymond's son Bertrand of Toulouse, determined to assert his right as heir.
A squabble between two men over an unconquered city, turned into political division after Tancred became allies with William Jordan. This would increase Antioch's influence in the south-east and may be seen as the Outremer's leading power. However Baldwin wanted to assist Bertrand and called rulers of the Latin East to assist him in the siege of Tripoli in 1109.
Baldwin's ally and army met with Tancred ally and army outside Tripoli. The disagreement went beyound the two men and was more about Antioch's desire to grow and overcome Jerusalem's influence. However no conflict was made, Baldwin gave Bernard Tripoli, Mount Pilgrim and Jubail and William was given Tortosa and Arqa. Additionally, Antioch would give Edessa all of it's previous owned territory in return for Haifa and Galilee.
