Mercantilism - world's resources are limited, and colonies should sell as much as they can and buy as little as possible

These acts regulated who could buy tobacco for the benefit of England.
1.) Tobacco can only be sent to England on American or English ships
2.) Colonies exist to help English trade and buy English goods
3.) not really enforced
