Sato ended the Third Incursion when he felt it was time for it to end. The Incursion was deemed a success by many and brought attention to a lot of war heroes.

Sato knew the time of Valkryia was coming to an end and didn't seek to stop it. The people of Valkryia were growing restless especially after the fall of Asgard, the foundation of Valkryia had become wobbly. The Only thing that was keeping Valkryia was the pride of the nation ,but Sato knew that wouldn't save Valkryia itself. After the Incursion ended the unity of Valkryria fell and several Valkryian Cities and Armies started separating themselves from Valkryia without opposition from the leadership. The time of Valkryia was coming to an end. Much of the population consolidated into big cities not associated with nations.
