Lord Scarman was appointed to address the multiple riots happening during 1981 in cities such as London, Brixton, Birmingham and Liverpool.
The report concluded on racial tensions and poverty in the area. The city in which the riots took place suffered from high unemployment.
The unemployment in the riots was the result of the high unemployment particularly due to Thatcher's polices further defining the North-South divide in the UK.

Thatcher's Government embraced the deindustrialisation of Britain in favour of service jobs. This caused many factories (producing such things as coal) to shut down. However as most industries existed and were reliant in the North, Midlands and South Wales, those regions suffered more unemployment than in the South. The divide can be seen in how during 1979-86 23,000 people were employed in East Anglia while over 300,000 people were unemployed in West Midlands.

Despite the riots, nothing was done to fully address them. Greoffory Howe actually encouraged Thatcher to let cities like Liverpool "managed decline".

This unemployment didn't effect the election as:
Most people were employed (86.5%) and so not enough unemployed voter effected their votes,
Regions that were effected by unemployment the most normally voted Labour, and so the number of average seats stated the same.
