After the Explosion of '71 the NAMC Mines had fallen on hard times, not having the funding to excavate the collapsed parts of the mine, and scraping by on fully cleaning out the Upper Levels. Finally they were bought out and under new management began an aggressive campign to reopen the deeper mines.
