Peel became PM as the the election of 1841 produced the parliamentary majority that he needed to be an effective PM. The victory was a great success for the Conservatives - had been seen as an old-fashioned party of extreme opponents of change and now had become a national party able to win the election by a majority of the vote. Showed that they could no longer rely on the monarch to obtain and retain power.
Strong leadership was needed to deal with the challenges that would arise - Chartism and Anti-Corn Law League.
Problems Peel faced in 1841:
- debt
- economic downturn hit trade - affected the governments income (nearly 80% came from customs and excise duties
- economic downturn caused social and political unrest which encouraged support for Chartism
- economic problems led to middle-class agitation for the end of the Corn Laws - Anti-Corn Law League were calling for reform
