Peel made his policies clear to his own voters and the wider public so that they knew his position in advance on key policies. He issued the Tamworth Manifesto, appealing directly to his voters in his Staffordshire constituency of Tamworth, outlining his views.
In the Manifesto, Peel accepted that the 1832 Reform Act was "a final and irrevocable settlement of a great constitutional question". To go along with the ideas of the Manifesto, the Tories were renamed the conservatives and the general message was that the Conservatives would "reform to survive".
